Saying A Baby Is Cute Without Touching It Creates Bad Luck?

I had heard from some delinquent “urban” young mothers that if you tell someone their baby is cute or attractive (or of the like), and you don’t touch it, the baby will have bad luck. These mothers swore by it but I had never heard of such a thing. They only way to rectify the problem was with chanting and smoke… some shaman-esque type thing. Could anyone verify?
